Since the Large Combustion Plants Directive (LCPD) entered into force in the Energy Community in 2018, we have analysed the countries’ compliance with their National Emissions Reduction Plans (NERPs) in two editions of the Comply or Close report. In 2023, we look at the cumulative five-year scale of non-compliance.
